Abstract
Environment is globally understood as something we cannot live without. This can be further elaborated by looking at the definition of environment. It serves different functions to humanity's existence and most importantly the protection and preservation of fauna and• flora. Environment acts as source of food, medicine, research and many others. With the few functions mentioned, environment if not protected for future generation, there will be no environment at all hence no lives. National Environment Management Authority (NEMA) is a an institution established in May 1995 under the National Environmental Act Cap 153 is charged with the responsibility of protecting and preserving the environment through co-coordinating, monitoring, regulating and supervising environmental management in Uganda. It was found out that NEMA to a larger extent tries to play its role in environmental protection. However, it has been frustrated by other institutions like the local governments, civil society and leaders at local government levels who get involved in environmental degradation for their own self interests. This has to a larger extent increased the violation of environmental laws in the country which have a greater impact on the environment. The policy and legal framework for protection and conservation of environment in Uganda is inadequate the regulations which were enacted in 1998, there are still operating and yet we are in a changing world where development is a key. This makes NEMA's work: very difficult in enforcing such policies. There is a need to enact specific laws to handle this current situation of development everywhere and protecting the environment at the same time.
