- ItemProstitution and the law in Uganda: a case study of kabala gala parish- Makindye Division(Kampala International University.College of Law, 2010-09) Sarah, KarungiThe study is about prostitution and the law in Uganda and the area of intervention is located in Kabalagala Parish in Makindye Division in the suburban residential and characteristically slum area. People living in this area are in condition of abject poverty and consequently they have no possibility to afford the costs of basic needs, such as shelter, education, healthcare and food. Prostitution was established to arise from Media influences, lack of career guidance, poverty, independence to work, work environment, survival, addiction and background of the prostitute and effort to curb prostitution are failing due to abuse of law of by the officers, ignoring measures that promote prostitution, but measures such as peer to peer education, supervisory support and media campaigns are under way. It is concluded that, legalization of prostitution will help in ensuring that the business is conducted in safer way whereby the prostitutes would go through medical check-ups but the client would not have passed through the same tests, that would imply the prostitute is not safe either which implies that this approach is ineffective unless means to protect the prostitute too, are considered. It was recommended that, authorities engage social sciences experts to find out the real causes of prostitution; a combination of programmes that expand income generating opportunities; continuous training in needs analysis; behavioral change programmes; slum development as well as frnther research and sensitization of law Enforcement agencies/ brothel owners about commercial sexual exploitation.
- ItemThe adequacy of the existing legal framework in Uganda with regard to the spread of HIV/AIDS epidemic(Kampala International University, School of Law, 2010-10) Kanyike Bwete, FredAIDS was first identified in Uganda around 1982 in the District of Rakai .The early responses to the epidemic were the establishment of the AIDS control program [ACP] in 1986 which was coordinated by the ministry of health. The program concentrated mainly in areas of heath, care, information, education and communication. Thus, AIDS was tackled as a medical issue and other sector had limited participation in the control of the epidemic. By the early 1990, it was realized that the epidemic was not restricted of specific categories of people or classes but had infiltrated the general population Of Uganda sexually active adults and adolescent in Uganda. Evaluation of AIDS prevention measures revealed that while a large percentage of population was knowledgeable about AIDS, its causes and how to avoid it positive behavioral change was happening at a much slower rate than infection. It was therefore realized by the Government and the policy makers that narrowly focused prevention strategies were likely to neither stop the spread of the infection nor address the effect of HIV I AIDS on people living with HIVI AIDS and that there was need therefore to dynamic and adopt new strategies. A multi-sartorial approach encompassing all areas was therefore adopted by the Government, through the Uganda AIDS commission in 1992 to address all other political, economic, social cultural, legal and ethical aspects of epidemic in addition "to medical and scientific aspects of the disease. Currently, its estimated that there are at least 1.5million people already infected with HIVIAIDS. Despite the reported stabilization of prevalence rate of HIV I AIDS in limited urban areas, inflected in 1995 HIV/ AIDS its surveillance report, the infection rate are still high. The rights of those are infected and affected with HIV I AIDS continue to be violated throughout the country without adequate legal protection in place. Today, the AIDS epidemic is still threatening the future of this country. There is no cure in prospect and yet the war can't be lost.

- ItemThe effect of poverty on realization of the right to education:(Kampala International University, School of Law, 2011-09) Chiche BensonPoverty is a major constraint to the right to education in Uganda. In 1997, Uganda introduced Universal Primary Education but still a limited number of children enroll in post primary education due to monetary constraints. It is astonishing that in 2007 there are still young children who don't have access to even basic education. This study explores the effect of poverty on the right education, gendered perceptions and power relations in relation to the right to education. The focus is on Mbale District which is 21 Okm from the Capital city. Mbale represents Districts that are remote and poor. The study further analyses how children are coping with limited access to education and shows the role of the Government, Non Governmental Organizations and the UN Convention on the Rights of the Child (UNCRC) in promoting gender parity in education in Uganda. The theories used in the analysis are structural, children are competent autonomous social actors and childhood as culturally and socially constructed. Data collection methods included direct observations, eight key informant interviews, and five individual interviews with girl dropouts, nine focus group discussions of which four were for parents and five with children. My respondents were children of age 10-18, in school and out of school, caretakers (not necessarily the parents of the children I interviewed) in rural and urban parts of Bubulo County. Results show that poveiiy is a major factor affecting the right to education but operates together with other factors like parameters related to patriarchy such as boy-child preference, beliefs and practices, early marriage, excessive child work, pregnancy, poor menstruation management, parent's level of education, age and orphan hood. Children cope by indulging in agriculture, marriage, tailoring, hair dressing and becoming house maids. Policy and action recommendations call for equal important attention to principles of gender equity along with poverty issues in improving access and equity in education opportunities in Uganda. There is a need to strengthen the Ministry of Education and Sports commitment and capacity to systematically integrate gender concepts in education planning, implementation and monitoring.
