- ItemAbolition of graduatedtaxandlocalgovernments’administrationperformanceinselected local governments in Uganda case study: Kiryandongo District local government(Kampala International University,College of Humanities and Social Sciences, 2012-10) Bihemaiso, DavidThe major purpose of this study was to determine the relationship between local governments’ administration performance.and graduated tax in Kiryandongo district; Uganda Specifically the study aimed at determining the impact of abolition of graduated tax on the local governments’ administration performance, to investigate the cauies of challenges due to the abashment of graduated tax in Kiryandongo district and identify solutions to the problem of low locally raised revenue in the district andthe entire country. The methods used for data collection were questionnaires to the district technical staff and interviews with the district political leadership. The findings of study revealed that low local revenue base has negatively affected local governments’ performance. Poverty, ban of graduated tax, tax payers misunderstanding and large public demand are the major causes oflow local revenue. The study recommended that central government should operationalize local services tax and hotel tax, property tax be levied, sensitize the public about the benefits of paying’(axes, government should provide subsidies on agricultural inputs so that production is enhanced which subsequently will raise on local revenue. Finally, graduated tax should be re-instated but the mode of collection should be streamlined so that tax payers pay it with ease.
- ItemAccountability and service delivery in local governments in Uganda: a case study of Kiboga district(Kampala International University, College of Humanities and Social Sciences, 2015-07) Samuel, MutsigaziThe study was focused on the role of accountability in service delivery in local governments in Uganda: A case study of Kiboga district Local government. It was guided by four research objectives; to assess the accountability mechanisms in Kiboga district Local government, to determine the challenges that face the service delivery and to examine the role of accountability in the delivery of services in Kiboga district local government. The study employed descriptive research design which was deemed fit for the research problem under investigation. The study found out that there are a number of accountability mechanisms which included monthly meetings, auditing, financing community projects among others. It was also discovered that accountability and service delivery in Uganda especially in Kiboga district local government is faced with serious challenges which include; illiteracy, limited funds, corruption among others. The study concluded that there is a lot that needs to be done to streamline accountability in Local governments in Uganda especially in Kiboga district local government. Basing on the findings of the study, the following measures were recommended; 1. Local governments should have clear hierarchies, based on a transparent attribution of functions and involvement of the local communities. 2. Every local government should have some freedom to organize itself institutionally, to manage its own affairs and to finance some services by itself. The basis for autonomy lies in democratic legitimacy, as only popular elections of the legislative councils ensure full accountability. 3. The states should establish a council for the distribution of resources among localities, with the membership of commissioners, in addition to abdicating some tax-revenues to localities. 4. Local councilors should also be responsible enough to monitor and supervise projects among the local community to alleviate poverty, they should have voice to question commissioners and local govern inspector at all the Payam they are operating.

- ItemAdministrative Accountability and Performance in the Public Sector: A case study of Kampala Capital City Authority (KCCA).(Kampala International University, College of Humanities and Social Sciences., 2018-09) Lukwago, RuthThe study established Administrative Accountability and performance in the public sector: a case study of Kampala Capital City Authority (KCCA). The study was guided by the following objectives, to examine the internal control s put in place to enhance performance, to analyze the reporting mechanisms for performance of KCCA to establish the challenges faced in promoting administrative accountability in the delivery of services. The study was carried out in Kampala. This study employed both explanatory and descriptive cross-sectional survey design. The sample consisted of 56 respondents from KCCA population of 296 people depending on their role, departments and positions. The sample size was determined using Krejcie and Morgan (1970) table. The study found out that 53.6% of the respondents agreed that there are internal controls put in place to enhance performance in KCCA 16.6% of the respondents were not sure that there are internal controls put in place to enhance performance in KCCA26.8% of the respondents (12.5 + 14.3) disagreed that there are internal controls put in place to enhance performance in KCCA The reporting mechanism for performance in KCCA were rated at different levels. Out of the categories, two were rated very high with, (equivalent to strongly agree) meaning that respondents strongly agreed with the statement. The study concluded that there was poor adherence to proper physical planning and development control and service standards; poor mobilization; consultation; mobilization and sustainability; poor decisions making;; weak laws are among things that affect effective and efficiency performance of accountability in Kampala Capital City Authority . Some key challenges that face these legal instruments range from policy, economic and political gaps and challenges among others including; unrealistic penalties, vague powers to health workers and the Act is outdated, lacks a participatory approach and the problem being only the lack of law. The KCC Ordinance, 2000 has gaps including; policy gaps include many avenues on tax and revenue collection, poor law enforcement of laws, weak penalties, and lack of a deliberate policy, politics. Local Government Act does not directly tackle or empower the private stakeholders on the issue of administrative accountability and service delivery among others. The study recommended that there is need for the internal auditors to continuously update themselves with the changing times and technologies and sharpen their skills. By applying skills to the most critical points, building personal and professional credibility and recognising and responding to the needs, internal auditors can become indispensable thus speeding good governance and enhancing efficiency of internal control. The management of KCCA should keep organizing seminars and workshops whereby these internal control auditors would be trained frequently by experts either internally or externally. Internal Auditors must have sufficient proficiency and training to carry out the tasks assigned to them. The auditors work must be carefully directed, supervised and reviewed. The amount of supervision required corresponds to the experience and skill of the auditor.

- ItemAlcoholism and discipline of the youth in lira district: the case study of Lira Municipality(Kampala International University, College of Humanities and Social Sciences, 2014-09) Oyuku, JimmyThe purpose of this study was to examine the effect of alcoholism on the discipline of the youth in Lira Municipality. The study was guided by the following objectives which were; To examine the effect of drug taking on the discipline of the youth in lira Municipality, to assess the extent to which drunkardness affect the discipline of the youth in lira Municipality, to examine the effects of clubbing on the discipline of the youth in Lira Municipality, to assess the extent to which government policy affect the discipline of the youth in Lira Municipality. The study was conducted from 3 divisions which are; Ojwina, Central and Adyel. A sample of 112 respondents was chosen to take part in this study. Data was collected coded and analyzed using statistical tools. Findings indicated that majority of the respondents agreed that alcoholism in a family leads to familial dysfunctional. It also indicated that most of the respondents agreed that clubbing has become an indispensable element of life for most people in the contemporary world

College of Humanities and Social Sciences, 2019-10) Kentore, RonaldThe purpose of the study was to establish the relationship between alcoholism by men, local leaders, women on household income in Nabutiti suburbs in Makindye division, Kampala district. The study was based on three specific objectives;To determine the level of alcoholism in Nabutiti, Makindye division, Kampala district, to establish the level of household income in Nabutiti, Makindye division, Kampala district and to establish the relationship between alcoholism and household income in Nabutiti, Makindye division, Kampala district. It was based on a descriptive survey design based on the use of qualitative and quantitative approaches that was adopted to establish the relationship between alcoholism by men, local leaders, women on household income in Nabutiti suburbs in Makindye division, Kampala district. Simple random sampling and purposive sampling techniques were used in the study. Questionnaires were used to collect primary and secondary sources of data from 80 out of 100 respondents, using simple random sampling. Data analysis was done using SPSS’s frequencies. Finally the report was looked at the study results and gave the discussion of each finding. Therefore, here, data analysis, procedures and response rate was being focused on. The finding in the first objective was to determine the level of alcoholism in Nabutiti, Makindye division, Kampala district indicated a negative effect that alcoholism habits are detached from their children with the percentage of 67% and how alcoholism affects the standards of living with the percentage of 65% who strongly agreed. The findings in the second objective was to establish the level of household income in Nabutiti, Makindye division, Kampala district indicated that the generation and management of household resources are static which was negatively with the respondents who strongly agreed 69%, there was health related side effects on children and the role of community in rehabilitating women alcoholics with the response of those who strongly agreed with 58% indicated that there is a need for community in rehabilitating women alcoholics. The finding in the third objective was to establish the relationship between alcoholism and household income in Nabutiti, Makindye division, Kampala district. The summary findings indicated that too much alcohol use causes angry and bitter with the percentage of 69% which in return leads to iminoral habits among the youths in Nabutiti suburbs~ and mostly, family relationships tended to be strained as a result of physical confrontations with the percentage of 58% who strongly agreed which indicated a negative impact on the household income in Nabutiti suburbs, Makindye Division Kampala District. Then the findings conclusions and recommendations will be presented. Conclusions, therefore, there is a need for residents to explore deeper on this pertinent issue. This calls for concerted efforts by all stakeholders (including community workers, parents, educational officers and other government officials) to fight the vice and make Nabutiti suburbs a better place for current generations and generations to come. Recommendations, there should be more concerted efforts in the general fight against alcoholism in Uganda. The situation seems to be getting worse and the few efforts being shown to curb the vice are counterattacked. The youth need to be positively engaged in productive activities, the police department should be re-trained on how best to provide effective help to alcoholics.

Problems of housing, traffic congestion, physical planning, and control of development normally result.This paper gives an analysis of the role of planning in urban areas with Musoma Municipality as a case study. It is observed that urban development in Musoma The municipality is as a result of factors like location of Musoma,It has been found that with the rapid growth of Musoma Municipal Council, has been the emergence of problems of rapid urban development mentioned earlierThe survey revealed that, the Municipal authorities have stmied to embark on plmming which will comb down the emergency of slums and inadequacy of the services. The plan however calls for resources and dedication for its successful implementation. Although plmming may anticipate the needs for jobs, shelter, transportation, education, health and recreation. its effectiveness is limited to putting restraints on private property rights and providing incentives to influence individual choices. In the first chapter, a historical background of the area of study, objectives, significance, scope, hypothesis. research questions, will be discussed. Chapter Two covers "the theoretical framework of urbanization", rapid urban development and other concepts in the study. ( chapter three concentrates on the research methodology. The methodology used in collection of' data was oral interview. Tables have been used for illustrations. Chapter Four covers the presentation, analysis and interpretation of data, while Chapter Five presents the author's summary. conclusion and recommendations.
- ItemAnalyzing the contributions of Decentralization to the Community Members of Kiboga District (A Case Study: Kibiga Sub.County)(Kampala International University, College of Humanities and Social Sciences., 2008-08) Yiga, IsraelThis study was carried out in Kibiga Sub County. This sub county is situated in Kiboga district central Uganda, the research analyzed the contribution of the decentralization policy in the community members of Kiboga district, it was aimed at assessing the achievements of decentralization, the challenges facing the policy, and the possible measures to such challenges. Both qualitative and quantitative methods of data collection were used to allow the researcher have a deeper analysis from all angles and give a complete description of the findings. The quantitative methods were in form of interview schedules which was to be pre-tested and pre-coed with closed and open ended questions administered by the researcher during the study. On the other hand the qualitative methods involved description of respondent's procedure and behavior patterns as well as their knowledge about the achievements and challenges of decentralization. These were captured using structured and predetermined list of questions asked to all the interviews in the same order and supported by the recording of the observations made. It was found out that there were various achievements of decentralization like the increased community participation, improvement in gender quality among others while on the other hand many challenges were found out hindering the decentralization process like the lack of knowledge in participatory skills among local people, poverty, administrative challenges and others however, various recommendations were put forward to improve on the smooth running of the decentralization process like building the technical capacity of the local people, establishment of a strong partnership among different stakeholders and allowing the communities to actively participate in their affairs.
- ItemAnti-corruption coalition Uganda (ACCU) in the fight against corruption in the ACCU operations in central Uganda(Kampala International University.College of Humanities and social science, 2016-08) Jones, ChandigaThe study sought to examine the Anti-Corruption Coalition Uganda (ACCU) in the fight against corruption in the ACCU operations in central Uganda. The study objectives were; to identify roles of ACCU in the fight againsf. corruption, to examine the challenges faced by ACCU in the fight against corruption and to establish strategies that can be employed by ACCU in the fight against corruption. A cross sectional survey was used in the course of the study. The study population involved 100 participants was selected for the study. Data was collected from primary and secondary sources using questionnaires and interviews. After collecting data, the researcher organized well-answered questionnaire, data was edited and sorted for the next stage. The data was presented in tabular form, pie charts and bar graphs with frequencies and percentages. The study findings revealed that the sample constituted of 50 respondents of which 52% were males and the 48% remaining were females. This implies that males are the majority due to societal beliefs that they are hardworking and more capable of fighting against corruption in Uganda. The study revealed that the majority of the respondents fell in the age category 36 - 45 with a 40% representation. The study concludes that ACCU provides a platform through which civil society organisations pressure government to be responsible and committed to improving transparency and accountability in service delivery; and fighting corruption in the public sector. The study recommends that foolproof laws should be made so that there is no room for discretion for politicians and bureaucrats.
- ItemAssesment of socio- economic impacts of cattle rustling in Karamoja region. Case study: Nakapiripirit district.(Kampala international international: College Humanities and Social Sciences, 2006-07) Joseph, Lobot Nang'oleThis assessment was commissioned by Faculty of social sciences (KIU) as part of a partial fulfillment of the requirements of the award of a Degree in Public Administration at Kampala International University. The study envisaged at providing useful data and on cattle rustling and their socio-economic impacts on partial economies in Karamoja region of Uganda. The study sought among other things, to determine the impacts of cattle rustling on social service delivery, agricultural production, trade and investment. Field data was collected using structured questionnaires and key infonnants interviews were also conducted with government administrative personnel such as RDC, CAO, SCAOs and Parish chiefs, District peace and development committees, civil society and community leaders and the warriors. Qualitative and quantitative methods of sample were also used. Simple random sampling was used to select the respondents in the three counties of study-Pokot, Pian and Chekwii counties in Nakapiripirit district. The quantitative size was Forty ( 40). Among the key findings, the study found out that competition over access and control of scarce resources underlies most of the conflicts in Karamoja. Resource use conflicts are many in areas that have water and pasture as communities in the neighborhood fondle over usage and ownership rights, making such areas violence hot spots. In conclusion, the assessment inferred that rampant cattle rustling violence has had diverstating impacts on social and economic status of affected communities and that the roots of this conflict are deep and intertwined and will need patient but conce1ied efforts by all actors to put out. The aim of this study was to establish the contribution of credit to the housing development in Rwanda. The study was directed by the research objectives to which the researcher ways to answer through this research undertaken I. The study was directed by the research objectives to which the researcher wants to answer through this research undertaken. Identify and assess the needs in housing development in Rwanda; 2. Identify stakeholders that play a role in the housing development in Rwanda; 3. To identify commercial banks that grant housing credits and to find out the types of housing credits that they grant; 4. To assess the contribution of banks credits in housing development in urban and rural areas. To lay background to the study, related literature was reviewed. Primary and secondary data were collected for analysis. Purposive sampling technique was employed to choose thirty respondents from BPR s.a NYAMATA -Branch and the head of credit office was selected for their interview. Data was analyzed using both quantitative and qualitative methods and research questions were responded using general percentages. The results from research revealed that credits have a positive and significant impact on housing development in Rwanda. That savings and credit are the main services of the bank to housing development. Bank credits are powerful instruments in the housing development and there should be a government policy to develop housing in the country based on the commercial bank credits.

- ItemAssessing the construction management problems of road projects in Mwanza city council, Tanzania(Kampala international international: College Humanities and Social Sciences, 2008-07) Nelson, KobalyendaThis research was carried out in Mwanza City Council. The objective of this study was to investigate management problems for road construction projects within Mwanza city council, as an instrument for enhancing our knowledge behind local government performance. Much emphasis was given on roads project funding, procurement of road works and the execution of the project. It also looked at the human technical capacity needed to supervise the projects. Road construction projects in local authorities have recorded poor performance to the extent that the public has questioned the rationale for continuing to have them. Firstly, this study investigated whether lack of technically qualified staff had an influence on road construction projects. Secondly, the study was set to investigate whether non-adherence to the Local Government Financial Memorandum in procurement in roads works has any effects to projects performance. Road contract management and administration techniques used in Mwanza city council have been investigated.

This research report comprises of five chapters that is to say chapter, chapter two, three, four and chapter five including the appendices which comprises of the, questionnaires that were used to collect data in the field. in chapter one, a clear description of the background of the study, the problem statement, the research objectives, questions, scope of the study. chapter two comprises of the literature review, conceptual frame work and a discussion about the empirical studies of the research objectives. chapter three comprises of the methodology that will used to collect data from the field, it comprises of the research design, study population, sample size and procedure, sources and collection methods, data collection instruments data analysis and data presentation. chapter four presents the data presentation cind analysis of the findings obtained from the field. various techniques of data analysis were used that is to say; frequency tables were used to analyze the demographic characteristics of respondents, means and standard deviation for the effects of each objective upon service delivery, and the pearson correlation coefficient to establish the relationships between the independent and dependent variables. finally, chapter five consists of the conclusions and recommendations and further areas of research followed by appendices.
- ItemAn assessment of community participation in waste management: a case of Northern Division, Mbale Municipality, Eastern Uganda.(Kampala International University, College of Humanities and social sciences., 2019-09) Nasimolo, DavidThe study determined an assessment of community participation in waste management: a case of Northern Division, Mbale Municipality, Eastern Uganda. The study was guided by research objectives which included investigating the ways of community participation in waste management in Northern division, Mbale Municipality, identifying the challenges that hinders the community and authorities in Northern division, Mbale Municipality to effectively participate in waste management, and finding out the measures put in place by both the community and the local authority to improve community participation in waste management in Northern division, Mbale Municipality. The study used a case study strategy which was Northern Division Mbale Municipality and a descriptive research design. To achieve the set objectives the study used simple random sampling and purposive sampling in sample selection. A sample of 389 respondents was used who comprised of CDO, local leader, traders, community members, and opinion leaders. The findings indicate that community members were given chance to give their opinion on Waste Management, leaders participate in the planning of waste management, councilors discuss Waste Management plans with their constituents, council carries out regular surveys on the needs of its constituents, there was consultation with potential partners and stakeholders on issues pertaining to waste programs. In addition, the study indicate that local leaders mobilize the community to participate in waste management, local leaders encourage the community to subscribe to waste collections, youth, widows, women and disabled are involved in waste management programs, and formal and informal training are provided to the communities in northern division Mbale municipality. Besides, the findings reveal that recording performance of Waste Management was done regularly, tracking the level of Garbage collection is done on a daily basis in Northern Division Mbale Municipality, community participation in the implementation of Waste Management projects is promising, Northern Division Mbale Northern Division Mbale Municipality perform their role to have solid waste free town council, constant assessments and corrective actions are made through the community, information about waste is gathered using qualitative techniques like Focus Group Discussions, Northern Division discusses the findings and evaluates results on Solid Waste Management, and Northern Division invites participates to discuss Solid Waste Management issues. The researcher recommends that local leaders should sensitize the community on the importance of participation in waste management, provision of garbage skips, establishment of common points for garbage collection, introduction of fines to those who mismanage waste and introduction of community policing in waste management.
- ItemAn assessment of the causes of domestic violence in Kiruhura District: (Case Study: Kiruhura and Kashwa Wards).(Kampala International University, College of Humanities and Social Sciences., 2008-08) Ekyokunda, PheonaThe study was carried out in Kiruhura and Kashwa wards in Kiruhura Town council -Kiruhura district in South Western Uganda. The general objective of the study was to assess the causes of domestic violence in Kiruhura and Kashwa wards. Not all respondents in these wards were legible to be interviewed for the study. The researcher used both qualitative and quantitative research methods, using structured and unstructured interview and 93 respondents were able to give rightful information. The data was compiled and analyzed manually using simple calculations. The results are presented in tables and text. The study revealed that only sixteen percent (16%) of the total population experiences domestic violence in study area as well as in the whole district. The above shows that domestic violence real exists in the study area. Among the causes, poverty was revealed to be the major cause according to the research. Twenty four percent (24%) accounts for people, who are below the poverty line. Where as, ignorance. customs, ( 15.05%) and traditions and social behavoiur also play a major role in the cause of domestic violence. Research further revealed that domestic violence is rampant among the married couples and cohabiting girls and boys ( 19.35%) in the research area. The research further revealed that the majority of these responds were of low educational level, where 32.26% and 26.88% were of primary and none educated respectively. From the study, it was revealed that physical, sexual emotional or psychological forms of domestic violence have produced various effects which have left people desperate hopeless and infected with diseases like HIV/AIDS to mention hut a few. Domestic violence is however still at a low rate which can be easily eradicated if measures are taken by the authorities through sensitization of the Public and strengthening and enacting laws that strongly prohibit the bad habit of domestic violence.
- ItemAn assessment of the contribution of decentralization on health service delivery: a case study of Katwe-Butego sub county, Masaka district(Kampala International University, College of Humanities and Social Sciences, 2018-06) Bamulumbye, BenThe study aimed at establishing the influence of decentralization on health service delivery in Katwe-Butego Sub County -Masaka District. The objectives of the study were, to determine the level of decentralization on the health service delivery in Katwe Butego Subcounty –Masaka District, to establish the role of decentralization on health service delivery in Katwe-Butego Subcounty —Masaka District, and to establish the relationship between decentralization and health service delivery in Katwe-Butego Sub County -Masaka District. The study was designed to investigate the effects of Decentralization on health service delivery in Masaka district. The study was across sectional involving both male and females and descriptive in nature aiming at giving detailed account of views, impression, attitude and interpretation of issues on health welfare of the people. The comprised of one hundred twenty (120) respondents, to be selected from the ratio of 40 staff members, 64 respondents from the community members (beneficiaries) and 1 6 local leads respectively. These provided the substantial information about the research topic. Before going to the field for data collection, the researcher got a letter of introduction from the office of the head of department commissioning him to carry out the study with purpose. In addition, the researcher introduced himself to the respondents before administering the questionnaire and have interviews with respondents. The study revealed that the age category 36 - 45 had a 15% representation. Age category 46-55 had a total response of 20%, while 26-45 age group was represented by 20% the 20-25 category had a total representation of 25% while the category 56+ had a representation of 20%. This implies that elderly people are less energetic to participate actively in running the daily activities of the district.
- ItemAssessment of the Effect of Decentralization Policy on Health Service Delivery: A Case Study Kapchorwa Main Hospital(Kampala International University, bachelor's degree of public administration and management, 2017-04) Cheboryot, RobertThe research study was conducted from June 2017 in Kapchorwa Main hospital covering the local community, civil servants and local leaders such as the councilors. The study was intended to sample forty respondents, but a number of them turned up for interview while District health officials also turned up to participate. The research was aimed at finding out how decentralization has impacted on the water, establishing the challenges faced in decentralized provision of water services and suggested possible mitigation measures for such challenges. It was found out that the major impact of decentralization on the water sector was the promotion of people’s participation in the affairs water services within their localities which has promoted easy mobilization of resources from people and sustainability of water projects. The major challenges faced in decentralized provision of health services were found to be corrupted within the sector, limited funding and inadequate qualified personnel at local levels. Other challenges are limited community participation in terms resource mobilization and maintenance of water projects and poverty which limits the ability of people afford better health services. A number of suggestions to solve the above challenges were raised by the respondents; these include fighting against corruption at all levels of health service delivery, increase in funding, monitoring and participation of the local community in decision making.
