- Item142 A critical analysis of customs and general principles in the development of international criminal law(Kampala International University, School of Law, 2018-07) Diri Lawal, Abdul RahmanIntemational criminal law is one of the very broad aspects of intemationallaw generally, dealing with the investigation and possible prosecution and punishment of perpetrators of international crimes. In the prosecution of intemational crimes, intemational criminal law does contain various principles, norms and customs that have in fact contt~buted to its development. It is w1derstood that whilst international criminal law is different from intemational humanitarian law, there is a lot ofsignifance. Over the years, there has been steady development ofintemational criminal law. This study explains and analyzes comprehensively, the various principles and customs that have contributed to the development of intemational ct~minallaw, through, basically, the application of intemational humanitarian law and a little procedural and substantive human rights law applicable in anned cont1ict situations. The study identifies, however, that there are challenges which tend to hinder the continous development of international criminal law, and through the conduct of the study, to the end, discusses what the challenges entail and how they can be resolved.

- ItemA Review of Cluster Under-Sampling In Unbalanced Dataset As A Methods For Improving Software Defect Prediction(Journal of Applied Sciences, Information and Computing (JASIC), 2023) Abdulhamid Sani, V. S. Manjula and Musa Ahmed ZayyadIn many real-world machine learning applications, including software defect prediction, detecting fraud, detection of network intrusion and penetration, managing risk, and medical dataset, class imbalance is an inherent issue. It happens when there aren't many instances of a certain class mostly the class the procedure is meant to identify because the occurrence the class reflects is rare. The considerable priority placed on correctly classifying the relatively minority instances—which incur a higher cost if incorrectly categorized than the majority instances—is a major driving force for class imbalance learning. Supervised models are often designed to maximize the overall classification accuracy; however, because minority examples are rare in the training data, they typically misclassify minority instances. Training a model is facilitated by balancing the dataset since it keeps the model from becoming biased in favor of one class. Put another way, just because the model has more data, it won't automatically favor the majority class. One method of reducing the issue of class imbalance before training classification models is data sampling; however, the majority of the methods now in use introduce additional issues during the sampling process and frequently overlook other concerns related to the quality of the data. Therefore, the goal of this work is to create an effective sampling algorithm that, by employing a straightforward logical framework, enhances the performance of classification algorithms. By providing a thorough literature on class imbalance while developing and putting into practice a novel Cluster under Sampling Technique (CUST), this research advances both academia and industry. It has been demonstrated that CUST greatly enhances the performance of popular classification techniques like C 4.5 decision tree and One Rule when learning from imbalance datasets.
- ItemAbolition of Corporal Punishments and Students Discipline in Schools. A Case Study of Winstone Senior Secondary School(Kampala International University, Colleges of Humanities and Social sciences, 2013-08) Tusiime, DoreenThe purpose of the study was to examine the impact of corporal punishment on students’ discipline. The study was guide by three specific objectives and these included; to identify the various forms of corporal punishments in schools, to identify various impacts of corporal punishment on students’ discipline and to find solutions to managing discipline in schools. The study employed qualitative and quantitative approach method in collecting data and a sample of 92 respondents participated in the study. From the study findings, it was revealed that both men and women participated in the study, further still, it was revealed that canning was most commonly used form of corporal punishment use at Winston senior secondary school as it was evidenced by the majority of respondents 28 (3 0%), however, corporal punishments resulted into high school drpeouts and reduce on the problem, respondents suggested teaching good morals. The study recommended that Encourage learners to choose and follow the specific behaviour from their code of conduct. Educators must teach learners to evaluate their behaviour on a daily basis by recognizing and crediting good behaviour. For example, the educator may credit all learners with 10 points from the first day of the school week. Each time the learner misbehaves he/she loses a point. On the last day of the school week the number of point each remains with is counted. The one with the most number of points is honored the King/Queen of the following week. The Ministry of Education should develop programmes for girls who drop out of school particularly due to pregnancy or child bearing. They need functional skills. This training should also aim at instilling in them moral values. Introducing moral up bringing in the curriculum would probably discourage girls from becoming pregnant. Government needs to develop policies and programmes to corporal punishments in schools. There is need for a clear policy the recommended forms of corporal punishments to be used in school .This will help to ensure that students are not just punished.
- ItemAbolition of graduatedtaxandlocalgovernments’administrationperformanceinselected local governments in Uganda case study: Kiryandongo District local government(Kampala International University,College of Humanities and Social Sciences, 2012-10) Bihemaiso, DavidThe major purpose of this study was to determine the relationship between local governments’ administration performance.and graduated tax in Kiryandongo district; Uganda Specifically the study aimed at determining the impact of abolition of graduated tax on the local governments’ administration performance, to investigate the cauies of challenges due to the abashment of graduated tax in Kiryandongo district and identify solutions to the problem of low locally raised revenue in the district andthe entire country. The methods used for data collection were questionnaires to the district technical staff and interviews with the district political leadership. The findings of study revealed that low local revenue base has negatively affected local governments’ performance. Poverty, ban of graduated tax, tax payers misunderstanding and large public demand are the major causes oflow local revenue. The study recommended that central government should operationalize local services tax and hotel tax, property tax be levied, sensitize the public about the benefits of paying’(axes, government should provide subsidies on agricultural inputs so that production is enhanced which subsequently will raise on local revenue. Finally, graduated tax should be re-instated but the mode of collection should be streamlined so that tax payers pay it with ease.

It was Guided by three objectives; to identify the causes of absenteeism among children of lower Primary classes in Gasaka Sector Kigeme Cell Nyamagabe District Rwanda. To find out the methods used to retain children of lower primary in schools. To identify the role of teachers in children’s performance. Purposive and stratified sampling was used to select a population of 40 respondents to represent a population of Gasaka Sector Kigeme Cell Nyamagabe District Rwanda. In Conclusion through the study it was found out that there is a positive relationship between Absenteeism and academic performance
