Abstract
This study was carried out with an intention to determine and identify the outstanding challenges of Universal Primary Education in Uganda, while reflecting some selected government aided primary schools in Busimbi Sub County as an illustrative example. A descriptive survey design was employed since the whole study was about explaining a scenario and/or an event or occurrence. In the process of data collection, questionnaires and interview guides were employed after which data was analyzed and presented in percentages and frequency distribution tables. The findings from the study revealed that among the outstanding challenges to Universal Primary Education included uncongenial home environment, dull curriculum, inadequate trained teachers, over population, financial resource mismanagement, poor government monitoring and supervision, limited number of schools, cultural practices, lingering insecurity and inadequate physical facilities. It was recommended in this study that government funding and monitoring of Universal primary education in the area of study be revisited and the need for curriculum review to suite both the interests of the government and those of the learners.
