Abstract
This was an evaluation study originated generally to study the linkage between Local Government Development Program (LGDP) investments in meeting of community priorities in Kaliro district over the last 5 years. It had to; find out whether the LGDP projects reflect community priorities; establish whether the community is involved in the implementation of LGDP and explore how LGs can improve on the success of implementation of LGDP while meeting community priorities in the district.
Descriptive design was used, using both qualitative and quantitative methods of data
collection, presentation and analysis. Stratified, purposive and simple random sampling techniques were used to select respondents to the questionnaire, community interviews
and participants in the focus group discussions. Morgan’s tables were used to determine the sample size. Tables were used to present and analyze data while SPSS and excel software were used to analyze data.
The findings revealed that; community needs are arrived at in community meetings, LGDP
thus meets community priorities. The communities contribute less to the project sustainability, monitoring, procurement and capacity building planning indicating low
involvement in the program. Most projects are implemented outside schedule and budgets. There is inefficiency in communication on LGDP. The quality of projects over all
is satisfactory. Conflicts exist but communities can solve them, while politics largely supports program implementation.
Conclusions; Community needs and priorities are arrived at in meetings thus LGDP
projects answer community priorities. There is ineffective communication and community involvement in procurement, management, monitoring, sustainability and capacity building despite the largely registered success. The conditions for community
prioritization, participation and project success are all vital in meeting community
priorities. Recommendations; LGs need to improve on communication about LGDP projects. Effecting operations and maintenance of assets and adherence to program guidelines is needed. Government needs to improve on community participation in the program especially in procurement, management, monitoring, sustainability and capacity building. Stronger planning coordinating function and increased funding are needed.
