Abstract
The research report focused on fiscal decentralization policy and education service delivery in jubek state, juba county-local government, South Sudan. the objectives of the study were to find out how fiscal decentralization policy in the education sector is implemented in jubek state local government, south sudan, to identify the challenges that affect implementation of fiscal decentralization policy in the education sector, jubek state and to assess the major sources of funding in jubek state. the research methodology adopted case study. the research design was descriptive. the sample size was 60 respondents determined using krejcie & morgan (1970) table of sample size determination. these included the administrators, commissioners, payam administrators, boma administrators, chiefs (sultans) and others government officers such as teachers. a number of tools were used during collection of data and these were a self-administered questionnaire was the major instrument that used in data collection, key informant interview guide was designed and administered to key informants to capture qualitative information and documentary review. the findings of this study revealed that, currently the contribution of fiscal decentralization policy in local authorities has had significant positive impact in education service delivery. findings established that the study found a positive and strong contribution of expenditure assignment on the success of education service delivery in juba county-local government, South Sudan (r=0.923, p<. ol). similarly, the study revealed that there was a positive and strong contribution of revenue assignment on the success of education service delivery (r0.925**, p<o,ol). the study further revealed that there was a positive and strong contribution of intergovernmental transfers on the success of education service delivery in juba (r0.962**, p<o.ol). the study concluded that the adoption and implementation of fiscal decentralization policy in local authorities for improved education service delivery in South Sudan in general has had many positive results despite a few challenges. the data indicate that reforms have significantly improved service delivery. The success of education service delivery is that if tax payers are compliant, the revenue collected from them can be put into proper use and eventually such gestures would benefit the local community. the researcher recommended that the government should enhance training to both councilors and local authority employees on fiscal decentralization policy so as to improve the impact of the fiscal decentralization policy on education service delivery. Fiscal decentralization policy should be comprehensive to cover both system structures, processes and the people that are involved in the adoption and implementation. the reforms should bring change and empower the demand side “people first” approach in education service delivery.
