Abstract
The budget is increasingly recognized as the key tool for economic management. It is
nevertheless also recognized that a country can have a sound budget and financial system and
still fail to achieve its intended targets. This suggests that the rules by which the budget is
formulated and implemented are important and that they influence financial outcomes. This
study shall assessed the effects of budgetary implementation on health service delivery in
local governments in Mbale district, Mbale municipality. The study shall employ a
descriptive survey research design targeting the staff in the concerned staff at the district. A
sample of 50 staff members shall be selected to be the respondents in the study. The
researcher will employ a structured questionnaire to collect primary data. Data will be
analysed in form of both descriptive and inferential statistics. Data will be analysed using
Statistical Package for Social Sciences (SPSS) version 24.
The study came up with a lot of findings among which it showed that funds management had
improved due to budgetary implementation at Mbale district local government. Due to the
expenditures guidelines provided by the budget, there have been transparent financial
transactions within the district hence improving health service delivery. The research findings
revealed that the provision of guidelines that provided clear instructions, processes and
procedures for expenditure was the most prevalent culture.
From the findings, the researcher came up with various conclusions basing on the study
variables. the financial performance of Mbale district local government has quietly improved
due to budgetary implementation practices they have adopted. Further correlation analysis
demonstrated a strong positive significant relationship between financial capacity and the
financial performance of Mbale district local government. Thus enhancing the financial
capacity would consequently enhance the financial performance of the county government.
The researcher recommended that the government should enhance its financial capacity in the
budget process. This is important as it well help the government to manage its financial
obligations efficiently. More research should also be emphasized on some of the parameters
or factors that seem to have a positive effect but not significantly affect the level of success in
the budgetary implementation at Mbale district local government.
