dc.description.abstractThe research topic was effective decentralization and social service delivery, This study addresses the perceptions of people on decentralization and looks at the different forms of decentralization and how they are executed. This study was conducted in Kamuli District among selected government institutions and was guided by three objectives namely; (i) to establish the relationship between effective decentralization and social service delivery in Kamuli district, (ii) to find out the challenges facing effective decentralization in Kamuli district, (iii) to establish solutions to the challenges facing effective decentralization in Kamuli district, In conducting this s~idy, both qualitative and quantitative methods were used. Qualitative methods used included individual interviews; key informant interviews, and observation, Secondary data was also used in this study. The findings revealed that active participation of citizens in decision making is the key relationship between effective decentralization and social service delivery in Kamuli district. There are those who are in favor of the practice, while others are against the practice. The study findings further revealed that conflicts between leaders in the district is a big challenge failing effective decentralization in Kamuli. Lastly, the findings concluded that both continuous monitoring of service delivery by central government and community sensitization can help to solve the challenges facing effective decentralization in Kamuli districten_US
