dc.description.abstractThis study is centered on the theory of public choice theory, in that, it concentrates on the problem of individuals in groups faced with the problem of choice, of doing what is best for themselves or what is best for the group (Felkins, 2009). It is the behavior of public sector bureaucrats which is at the heart of public theory. While they are supposed to worlc in public interest, putting into practice the policies of government as effectively and efficiently as possible, public theorists see bureaucrats as self-interested maximisers motivated by such factors as salary, public reputation, power and patronage (Nislcanen, 1973).en_US
