Abstract
There is discrimination between men and women which has affected ‘tj~e~~~JJ being of most women, girls and the other vulnerable groups of people ih~the ~ district. Efforts to bridge the gap between women and men especially in the development process has been made, which has not yielded any better results. This research therefore investigated the factors that have hindered the realization of this objective. Specifically, Identified the gender policies that are intended to address the issues of gender inequality and gender discrimination in Moyo district; Found out how these policies have been adopted and integrated in the development plans of the district; Assessed the effectiveness of the implementation of the gender policies at all levels in the district; and Found out the challenges to effective implementation of gender policies. The study was also based on two hypotheses that included: “Implementation of gender mainstreaming policies in the development plans would significantly empower the female in the district’ and, SociaI and religious practices in society do not significantly affect the role of women in the development process”.
