dc.description.abstractThe research was done on the topic CORRUPTION AND SERVICE DELIVERIES ON COMMUNITY DEVELOPMENT IN NORTHERN UGANDA. A CASE STUDY OF APAC MUNICIPAL COUNCIL - APAC DISTRICT LOCAL GOVERNMENT. Objectives of study were to identify the different forms of corruptions in Apac Municipal Council, to understand the different causes of corruptions in Apac Municipal Council and to analyze the impact of corruption on service deliveries and the development of Apac Municipal Council. Briefly on the background Uganda as a country has been marred with a lot of corruption scandal of one of them being the Pension’s scandal of 2012 in which Sh169b meant to clear outstanding pension claims of 1 ~01 8 former East African Community workers went missing between February and October last year. The money is said to have been siphoned through Cairo International Bank, with connivance from top employees of the ministries of public service and finance. Peter Sajjabi, the East African Community Beneficiaries Association general secretary, admitted to the Police that he had recommended the 1,018 names, which he said were passed on to him by the Ministry of Public Service, to Cairo International Bank for account opening plus many others as indicated in study background. Case study research design was employed. A qualitative method of research was employed. Demographic characteristics included age, gender, education level and occupation. Data presentation, interpretation and discussi~m were based on themes such as different forms of corruptions in Apac Municipal Council, different causes of corruptions in Apac Municipal Council and the impact of corruption on service deliveries and the development of Apac Municipal Council. Findings on causes of corruption in Apac Municipal Council included lack of political will, inadequate implementation of criminal / anti-corruption laws. On the theme effect of corruption in Apac Municipal council findings included impedes democracy and rule of law, depletion of national wealth, for example. schools, hospitals and roads or the supply of potable water, diversion and misallocation of resources. discourages people to work together for the common good, increase cost of doing business Recommendations such as increased budgetary allocation to government Institutions, mass awareness programs about corruption laws and policies, implementation of anti-corruption laws and policies in the Country, and stakeholder collaboration.en_US
