Abstract
The study whose major aim was to examine the role of Disarmament program to peace building in Karamoja region particularly Kapedo Sub-county was carried out between April 2012 to July 2012. The specific objectives of the study were to identify the contribution of disarmament programme towards cattle rustling in Kapedo sub-county, identify the problems faced by the people in this community as results of the implementation of the program and establish the solutions put forward to the problems faced and recommendations. Literature says that guns came into existence in Karamoja region from ivory and slave trade by Arabs, Greeks and Ethiopians with the Karimojong, Sudanese Civil war, Uganda military commanders that sold guns to the Karimojong warriors and DRC border which led to growth of some market centers for Guns like Kapedo Sub-county and resulted into the disarmament in the region which was conducted in three phases one phase leading into the other after its failure this exercise caused many human rights violations thus a need to assess the impact(Welch, 1969: 52-4). Explanatory research design with study population targeting the youth and the elderly who have been victims of conflicts and disarmament programs was used, 100 respondents were considered for the study; Simple random sampling technique was used, Self-administered questionnaires, Interview, Observation, Documentary analysis were used to collect data. Primary data sources-(interviewing respondents and use of questionnaires) and secondary sources (internet, libraries, news papers, next books, reports and journals) were used. Data was analyzed qualitatively and quantitavely using computer packages Ms-Excel and Microsoft-Word in Tables, Pie-charts, Bar graphs and frequency tables. From the study findings Disarmament has led into creation of protected kraals and thus reduced cattle rustling as well as road ambushes, transformation of previously armed people into business, easy mobility of labor within the sub-county and reduced death rate .The exercise has also led into adverse negative effects like torture, killings, theft, harassment and poverty. A comprehensive study of peace sustainability in the area, mobilization, sensitization, education program, Provision of individual and community incentives for voluntarily surrendered weapons, ensuring law and order, emergency water provision support troops, Establish and enhance the coordination, monitoring and evaluation systems were recommended .Conlusively, the Government should revise and strictly reinforce the existing disarmament policies by integrating these laws with the existing circumstances in Karamoja.
