On the ground, however, TMS and especially travel desk management systems development in developing countries has proven difficult due to organizational complexity, fragmented and uncoordinated organizational structures all maintaining their own TIS, and unrealistic ambitions. Rwand Air ‘located in Rwanda, the focus of this paper, provides both online passengers and passengers services. This Rwand Air has experienced problems in collecting and managing its travel care data. Given the resources situation in Rwanda Kigali, Africa and Europe in general, it is important to find a simple, inexpensive but an efficient and effective way for Rwand Air data management and use. This paper reports from in-progress research conducted in Rwanda. The research is part of a project known as the travel desk Management Systems Program (TDMSP) that uses Action research and Participatory design approaches towards designing and implementing travel desk Management systems (TDMS). With its origin in Rwanda, TDMSP aims at strengthening and further developing TDMS in public travel in an expanding network of developing countries Along with strategies for addressing the problems of fragmentation and multiple data standards. TDMSP has developed a District Travel Information Software (DTIS) for collecting, processing and analyzing routine travel information.
