- ItemEvaluation of outsourcing and its performance management in relation to profitability of an organization. a case study of Kampala city council(Kampala International University, College of Economics and Management, 2006-07) Areeba, HudsonFollowing continuous loss of money by Kampala City Council due to shoddy work by the contractors, a study was conducted to make an evaluation of outsourcing and its performance management in relation to the profitability of an organization of KCC The objectives of the study were to examine the outsourcing policy of Kampala City Council and to suggest ways of improving the outsourcing policy of KCC The researcher used both primary and secondary data sources. the primary date sources comprised of 43 respondents from Kampala City Council. the secondary data comprised of text books, journals and newspapers The study was carried out using exploratory deceptive research design and with the sample population of 43 respondents was considered from KCC. Questionnaires and interview guides were used, primary and secondary data were very important for this study so as to get the findings. The findings were coded from the questionnaires and presented using frequencies, tables, graphs and percentages. The findings of the study showed that outsourcing policy in KCC was not properly done mainly because of lack of competent and skilled staff, contract management policies have also been poorly implemented because of bureaucratic procedures used in awarding tenders. The relationship between evaluation of outsourcing and its performance indicates an insignificant relationship, recommendations were made enrolling competent staff who are skilled in tendering. Effective and efficient policies on outsourcing management should be emphasized. Laws involving contract management policies in outsourcing should be implemented to avoid shoddy work done by contractors

Case study: Moroto district(Kampala International University, Faculty of Business and Management, 2006-08) Awas, Sylvia; VickyTendering process in Local Government has been taken by storm with the PPDA Act to seriously reduce or alleviate the weakness and causes of poor performance and shoddy work by most contractors and suppliers among others. Random selection was used to select the respondents from Moroto District staff and contractors. Data was collected using a questionnaire as an interview guide and then this data was analysed manually to find the impact of the tendering process upon the contractors. The results indicate that most contracts are genuinely awarded based on the procedures of the new PPDA Act. The low level of education among the contractors has led to failure in interpreting the bids and this has consequently left many competent firms out in the final award of contracts.

The Study looked specifically to the contribution of this relationship to requirement specification, profit leverage, quality assurance and better deliveries and lead time reduction. The study used a survey approach in research design. Data was gathered using questionnaires. The questions were also used as interview questions where questionnaire was not applicable. The questionnaires were validated using results of the piloting and reliability calculation. A number of section heads in the purchasing department from the organization were used as targeted population. These were from Kenafric Industries Ltd (ki). The data was presented and analyzed using frequencies and percentages where the findings were analyzed immediately. The following are some of the findings: - It was found out that the organization, Kenafric Industries Ltd- Nairobi, Kenya had purchasing department which is placed in a strategic and tactical level. This enabled them in easy implementation of purchaser-supplier relationship. It was also established that the organization use financial strength, past performance, equipment capacity, pricing system and management strength in selecting suppliers to contract with. This enabled them to select the best supplier. It was also found out that the organization is using the following measurement in evaluating the supplier performance; quality performance, delivery performance, pricing policy and quantity performance. This enabled them to realize the contribution of purchaser-supplier relationship to those areas of purchasing functions. The research established that purchaser-supplier relationship contributes to purchasing department performance through the following indicators: accurate specification of requirement, high quality of incoming raw materials, profit leverage through economical pricing and prompt deliveries and reduction of lead time.

The increasing complexity and uncertainty in the operating environment has increased the risks involved in procurement. There is a gro,,~ng need for robust mechanisms to assist them assess and manage these risks. Public institutions in East Africa lag behind in procurement risk assessment and management capacity. Efforts to develop and implement effective risk assessment systems are often hampered by weak policies and lack of quality data Procurement decisions are therefore taken mainly on the basis of minimal information, perceptions, past experiences and instincts. These has led to inefficiency and increased costs in procurement. This project paper presents a conceptual framework for identifying key areas for risk assessment and management and the pathways - and potential barriers - by which risk assessment can affect the efficiency and effectiveness of procurement systems. It also identifies methods used to evaluate the impact of risk assessment process in achieving key objectives of procurement - improved efficiency, and cost effectiveness, This paper focused the survey in a public institution, the Moi Teaching and Referral Hospital (MTHR) in Eldoret Kenya as a case study. It interrogated the procurement system with the objective of evaluating the impacts of risk assessment on procurement decisions at the hospital. Although the hospital recognized elements of risks in their procurement activities, their risks assessment policy and guidelines were weak and hardly applied, and the management information system was weak and manual. In addition, the personnel were not well trained and prepared to handle the intricacies of risk assessment thus unduly exposing the institution to avoidable and manageable risks. There is a call for an innovative and dynamic process of identifying risks, assess mg exposures and developing appropriate action plans to ensure they are managed in a way that will enable MTRH to meet its business objectives. The development and implementation of an effective policy/protocol on risk assessment has been recommended as a key issue. Training of relevant personnel and the involvement of all stakeholders in the process has been recommended. To enhance the planning, implementation, monitoring and evaluation capacity for risk assessment and management in the hospital, the existing management information system (MIS) should be strengthened and computerized.
- ItemThe impact of risk assessment on procurement management: a case study of Moi Teaching and Referral Hospital- Eldoret, Kenya(Kampala International University.College of Economics and Management, 2007-04) Elizabeth, Awuor OsodoThe study sought to investigate the effect of outsourcing on organizational performance. The study was guided by the following research objectives, to investigate whether the bank undertakes outsourcing of projects/seNices, to establish whether outsourcing programs at the bank achieve their stated objectives of improving organizational performance, productivity, market share, and quality and to investigate the factors that are associated with the success or failure of outsourcing programs. The study findings showed that the bank does carry out outsourcing of seNices from third party seNice providers as shown by the greater majority of respondents. The bank though did not suffer adverse disadvantages of outsourcing as only 46.15% of the respondents believed that the bank faced disadvantages as a result of its outsourcing of projects/seNices to third parties. Instead the bank's outsourcing programs did offer the bank rewards as was shown by just over 92% of the respondents believing that outsourcing benefited the bank. It was thus concluded that the bank's outsourcing programs marginally satisfied the bank's outsourcing objectives. The findings also showed that when it came to outsourcing management, the bank was effective and thus concluded that factors that were considered by the bank before outsourcing were Cost restructuring, Quality Appraisal, Current Employee skills, Appraisal process and legal issues, Staffing issues and Risk management. Major recommendations to the study were that the bank should reappraise its objectives for seeking to outsource particular functions of the business. The bank should invest in further training for its own personnel on core aspects of what seNices the bank carries out in-house and what it out sources. This would also act as an incentive to the current staff who may not feel completely secure in their jobs. This insecurity counter acts marginal gains that outsourcing may be providing to the Jank in terms of productivity.
- ItemAn assessment of effectiveness of tendering procedures and regulations in public institutions: a case study of the National Board of Materials Management (NBMM)(Kampala International University; College of Economics and management, 2007-04) Maimuna, Said M.The performance in Chemistry and sciences has been low over the years. The sciences borrow heavily from Chemistry concepts and principles. The research was on the relationship between performances in Chemistry and Physics. The research was carried out from secondary sources based on textbooks, magazines, KCSE results of selected schools over three years. The findings were presented objective by objective, drawing contrast, similarities and identifying on new inferences from the study. The researcher's opinion is given at the end. Recommendations stated were centered on the loop holes identified during the study. It includes adding value to the teaching -learning experiences in Physics, enhanced team teaching among st Physics and Chemistry teachers. Secondary schools should invest in the building of library facilities for the students to access reference textbooks of sciences and Mathematics. This will encourage individualized study among students and that will definitely improve performance.
- ItemAn assessment of effectiveness of tendering procedures and regulations in public institutions: a case study of the National Board of Materials Management (NBMM)(Kampala International University, College of Economics and management, 2007-04) Maimuna, Said M.The government has been using shopping procurement instead of tendering, however. it has insisted on tender purchase instead of shopping. Tendering has been recommended by the World Bank as the only way of controlling the government properties because it has been revealed that more than 70% of government fund has been used in purchasing. Perhaps there has been a great loss of this public fund hence forth tender is to be used instead, to prevent this problem. The researcher assessed the effectiveness of tendering procedure and regulations in public institutions and examined the problems encountered in tendering evaluation, case study as National Board of Material Management located along Nyerere road at the government store premises . The study also observed the condition of selecting members of tender board and tender committee. More than one method of data collection has been used such as unstructured interview, participatory, and questionnaire provided to the sample of member of tender board selected, simple random (unrestricted) sampling used. The result showed that 85% of the respondent experienced difficulty during evaluation process. While 95% of the sample responded that it is better to purchase through tendering. Among the problem is un fulfillment of bidding document, favoritism and lack of enough funds. Several recommendations have been made to eliminate those problems such as: Increase number of supplies officer in the tender board; - Amendment of professional code of conduct - The NBMM to strengthen its procurement training workshops, short courses and so on. NBMM to be changed and replaced with PSB - Amendment of method for collecting bid documents.

It became a researcher concern to establish the effect of inventory management systems on pe1formance of such Supermarket focusing Uchumi Supermarket as a case study. The study was organized in five chapters based on research objectives and research questions as presented in Chapter 1-5 and 1-6 respectively. Chapter one entails the background to the study, background ofUchumi Supermarket, and statement of the problem, pmpose, objectives, research questions, scope, significance and definitions of key terms. Chapter two entails detailed literature about inventory management and performance as discusses by various researchers. Chapter three entailed research design that was used to obtain data, sources of data, data collection techniques and problems faced while collecting data. Chapter four analyzed, discussed, and interpreted findings from primary and secondary sources. While chapter five gave a summary of findings, conclusion, recommendations and areas for further study. Findings from both primary and secondary sources revealed that quality inventory management systems are good contributions of Uchumi Supermarkets performance since contribute 80% of the current assets. Therefore, maintenance of optimum inventory leadsto effective performance of the Supermarkets. The researcher recommended that Uchumi Supermarket should use quality invento1y management systems like Just in Time, Computerized inventory management so as to reduce risks associated with their systems of managing inventory, recruitment of qualified staffs to run such inventory and setting of other strategies of how to minimize inventory related costs.
- ItemThe Impact of Procured Inputs on Internal Customer Satisfaction: A Case Study of National Water and Sewerage Corporation.(Kampala International University, bachelors degree in supply and procurement management, 2007-06) Samuel Felix, NdaulaThis research study was carried out to assess the factors affecting internal customer satisfaction in respect to procured inputs in national water and sewerage corporation (NWSC).for some years NWSC internal customers/users of procured inputs had been complaining about non-availability of the inputs and considered it a major constraint to improve performance in water and sewerage service delivery in towns where NWSC operates. The main objective of the study was to assess factors affecting internal customer satisfaction from the perspective of procured inputs. The theory behind the research is that the efficiency of the procurement process in any organization is increased by the adequacy of the existing procurement policies and procedures and reflected by the extent to which internal customers are satisfied about procured inputs. Data was mainly collected using a questionnaire (appendix 1) and analyzed by computer using excel. Additional data was collected through observations and review of documents. The research covered priority inputs like chemicals, pipes, water fitting and office equipments wholly funded by NWSC between January 1999 and June 2001 and the respondents were NWSC senior and middle management (scalel-5) staff. The findings reveal that procured inputs in NWSC are of good quality and the procurement process is carried out transparently and in a fair manner and internal customer were satisfied with that. However the results that procurement are not made timely, that frequently essential and common items are not available and there is inadequate procurement coordination. This shortcoming could be the cause of internal customer complaints about procured inputs. The research has also revealed inadequacies in procurement polices and procedures as pointed out in section 4.7 the inadequacies in policies and procedures could actually be the major cause of procurement weakness in NWSC and causing the internal customer to complain about procured inputs and contributing to the inefficiency of the public water sector. Recommendation in section 5.2 includes reviewing and improving the adequacy of NWSC procurement policies and procedures, computerization and strengthening of the whole procurement process to be internal customer driven. Therefore one way of reducing procurement weaknesses in the public utilities is to aim to the user (internal customer ) of procured inputs by creating and implementing an enabling procurement policy framework, and consequently end up satisfying the needs of the final water consumer ( external customers)
- ItemThe effects of logistics support on the performance of customer service staff: (case study: UMEME Uganda)(Kampala International University, College of Economics and Management, 2007-06) Chirchir Cheruiyot, IsaacThe purpose of this study was to examine the effects of logistics support on the performance of customer service staff While Umeme standard for customer care was prompt and efficient response to customer complaints, there seemed to be difficulty in meeting this standard due to constraints in logistics support. The study focused particularly on what customer service staff felt about the logistics support that was provided for their work Through literature review the key concepts of logistics development and customer service were defined and explained. Customer service was described from the perspective of internal and external customers. The relationship between logistics support and performance of customer service staff was described in terms of facilitating the capacity of the staff output/productivity as well as motivating them in their performance. The research design was a case study of Umeme electricity distribution service. Self-administered questionnaires and review of written documents were the data collection methods used in the study. Both qualitative and quantitative data was collected and analyzed. Most of the data was presented in form of table and some were presented in form of charts. The study population was the staff of Umeme limited and the target population was the electricity distribution staff The study revealed that the logistics support had a strong impact on the performance of customer service staff. Bottlenecks in logistics support had an adverse effect on the performance of customer service staff in terms of both their output/productivity and their motivation. Some components of logistics support were inadequate for effective customer service. Efficiency of the use of available logistics support seemed to be high because they rarely or never remain idle. Lack of logistic support reduces staff output/productivity, increases anxiety/stress among staff and causes them to abandon work and wait for solution from their superiors. A number of measures were recommended and suggested to reduce the bottlenecks in logistics support and thereby improve the performance of the customer service staff. The result of the study implied that the logistics support system should be critically reviewed with the aim of streamlining it to improve the performance of electricity distribution staff
- ItemInventory management and profitability: a case study of Shoprite Lugogo Kampala(Kampala International University; College of Economics and management, 2007-08) Atukunda, Arnold K.The major purpose of the study was to review the inventory management techniques, other factors that affect profitability, and its relationship with inventory management. A review of writers, scholars was used. The employed exploratory and descriptive design. The findings showed that inventory management techniques were unsatisfactory and that it had effect on profitability. Recommendations like computerizations of the system, perpetual inventory counting procedures and holding just enough level of inventory to improve profitability. Further research on cost minimization in inventory management and profitability was suggested.

- ItemContribution of the procurement department to organizations case study: Mulago hospital(Kampala International University, School of Business and Management, 2007-09) Pule, SamuelThe study aimed at finding out how the procurement departments contribute to the success of organisations in terms of quality management, cost rationalisation and timely procurement/ delivery. A case study ofMulago Hospital was taken, were response was drawn from three main departments namely; the User departments (Medical, Administration, Accounts and Finance), then the Procurement department it self. The respondents from all departments included; Doctors, Accountants, Nurses, Paramedics, Administrators and Procurement Officers all totalling to 30. The Procurement department is important in the success of any organisation. It performs the functions of procurement and storage, by making sure that quality, cost and timely delivery is achieved as the basis of the hospitals performance. In data collection, questionnaires and interview guides were used. Data analysis of qualitative information was made using content analysis. The finding of the study was that the three concepts of quality, time and cost were used in the procuring process, resulting in efficiency and effectiveness in the procurement of goods and services at the hospital. Much as the study was successful in its finding, the Procurement department indicated a problem of delayed, or even sometimes, unreliable funding.
- ItemChallenges faced in supply chain management: a case study of Uganda Clays Limited Company(Kampala international University College of Economics and Management, 2007-09) Musanganya, AlfredThe study was conducted to identify the roles of Total Quality Management in procurement, to identify the methods used in applying total quality management, challenges faced, and find out the solutions to the problems faced, and how other departments recommend procurements activities The study was undertaken in the procurement department and other closely related departments; Quality Control, Stores, Production and Finance. Participants were all members of the department since they were not many. Study findings indicate that there are various roles played by TQM in procurement with a major one being cutting of costs. They include; inspection, reworks, redresses and scraps, at the same time producing quality goods and services among others. Also increasing support from the top management of the organization encourages the success of the department. It can be concluded that trading period or a number of years suppliers had spent trading period Uganda Clays Limited did not have significant impact on the satisfaction levels, likewise, the value of business handled by the supplier trading with Uganda Clays Limited did not significantly influence the supplier or purchase satisfaction levels. The variables used in the study are very critical in building trust between two trading partners and the results depict those Uganda Clays Limited material management section needs to address the dissatisfaction in order to improve on the constraints in the supply chain link and consequently the efficiency and customer service for the internal customers.
